Background
UNDP, as part of it early recovery response, is implementing a program “Community Infrastructures and Livelihood Recovery Programme (CILRP)”. The program is implemented using existing UNDP project – Livelihood Recovery for Peace (LRP). UNDP is seeking a qualified personnel to coordinate and facilitate the project activities in assigned districts within earthquake affected areas.
The objective of this program is to rehabilitate community infrastructure in restoring access to basic services and livelihoods stabilization is the most affected districts – Sindhupalchowk, Dolakha, Kavre, Rasuwa, Dhading, Gorkha and Nuwakot.
Duties and Responsibilities
Monitoring and Reporting Officer (MRO), under direct supervision of Project Team Leader and in close consultation with / and guidance from the Community Infrastructure and Livelihood Recovery Programme team, Poverty and Inclusion Unit of UNDP Nepal, shall be required to provide monitoring, database management, communication and reporting the project activities. MRO will also be responsible for providing technical support related to programme implementation, for communication and visibilities, for overall monitoring of the project, and for liaising with Government, Non-Government and development partners relevant to the project. More specifically, the MRO shall be responsible for the following areas:
1) Monitoring and Evaluation (M&E) Support Function
• Develop and maintain the project’s monitoring and evaluation plan, based on the project document log frames and indicators;
• Conduct readiness assessment regarding M&E;
• Develop criteria and evaluation scheme for the project impact, benefit and sustainability;
• Prepare detailed M&E budget and calendar of M&E activities;
• Carry out regular monitoring of field activities of CILRP and prepare relevant reports;
• Organize consultative meetings, field appraisal, community interaction as appropriate;
• Develop interpersonal links and networking with possible partners and donors to work jointly with UNDP;
• Review and analyse existing community infrastructure and livelihood recovery activities;
• Provide technical support to the project team in producing various evaluation and knowledge products of the project;
• Assist Team Leader to strengthen monitoring, results management and reporting of the programs.
2) Communication and Visibility Support Function
• Ensure effective communications, visibility and knowledge management of the programme;
• Ensure proper documentation of the communications materials and knowledge products;
• Support UNDP for the management of high level visits and the also the field visits of journalists to the program sites;
• Prepare and edit press releases, programme related progress reports and documents;
• Support implementing partners in the program districts for effective communications and reporting of the programme;
• Lead/guide consultative meetings and share the outputs and outcome of CILRP using appropriate communication media including social media, TV, newspaper, website etc.;
• Act as a facilitator or trainer in areas of his/her knowledge as required.
3) Reporting and Database Management Function
• Maintain and manage project level database, analyse and draw results for different types of project reports;
• Assist Team Leader to prepare quarterly progress report, annual progress report and other reporting requirements;
• Support Team Leader and project team in preparing concept notes and other project related documents;
• Support programme staff in organizing and managing workshops and press conferences;
• Produce reports of the community level projects and success stories of the beneficiaries;
• Perform any other duties assigned by Team Leader

Required Skills and Experience
Education:
• Completion of Master’s degree in Development Studies/ Mass Communication, Social Sciences or related fields.
Experience:
• At least 5 years of experience in development monitoring, communication and reporting;
• Experience in documentation, publication, and audio-visual material preparation in relation to development fields;
• Working experience with UNDP and understanding of UNDP policy and procedures will be an advantage asset;
• Experience in preparing analytical reports, policy advice, data analysis and research in poverty, vulnerability and gender equality.
Language Requirements:
• Fluency in written and spoken English and Nepali.
Other:
• Computer skills in a standardized database management software preferably good command in excel, SPSS etc.;
• Having good knowledge and application of software such as PowerPoint, Prezi and others.
