Senior Program Officer

Background

Niti Foundation (Niti), a Nepali non-profit organization dedicated to public policy reform in Nepal. Niti’s long-term objectives are:

• To identify, support, and convene present and future leaders in public policy reform;
• To support networking and coalition building for public policy reform; and
• To promote sustainability of Nepali organizations and individuals that work on public policy reform.

Niti Foundation is currently promoting shifting management support implementation of federalism in Nepal. Niti is looking for a Senior Program Officer to

• Ensure strategic, programmatic, technical, financial and contractual integrity from project start-up through implementation and completion.
• Support in quality assurance that program implementation and spending are aligned with approved budgets, work plans, Niti Foundation’s policies and practices.
• Be responsible for recruiting, on-boarding, managing and evaluating consultants and other project staff, as required.
• Review and coordinate input from other staff members and external consultants and advisors on program documents and reports and other periodic publications.
• Work with Niti Foundation staff and other stakeholders to ensure the documentation and visibility of programs, highlighting technical and programmatic innovations, achievements and impact through conferences, technical briefs, blogs and social media platforms.
• Represent Niti Foundation, as appropriate, in public fora, donor event, bilateral and multilateral consultative groups and meetings.
• Provide assistance in reporting program outputs and results to the Management, Board, Donors and other concerned stakeholders.

Qualification and Skills

The position requires strong analytic skills and team work. The successful candidate must have experience working in the area of public policy and program development.

• Minimum requirement is a master’s degree in public policy, political science, economics or other social sciences;
• Three-Five years’ work experience with responsibilities that include annual work plan and budget development, use of monitoring and evaluation data for decision making and managing program performance, financial and risk management, and project and financial reporting;
• Contract or grant management experience highly desirable;
Experience working with high-level officials in funding agencies, international organizations, private foundations and government ministries;
• Proven experience supporting new business activities and demonstrated ability to write technical proposals across one or more international development sectors;
• Excellent organizational skills, attention to detail and the flexibility and desire to adapt to shifting priorities and deadlines.
