JOB SUMMARY:
The WASH Officer will report to Senior Technical Officer (STO). S/he must adhere to the principles of LWF Nepal and must follow in thought, words and deeds. Work together joined hand in hand to meet the goal of the organization. His/Her duties include the following
A. General:
* Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian Organization.
* Familiarize and work in accordance with the Policies, Manuals and Guidelines of LWF Nepal.
* Familiarize and work in accordance with the established strategies of LWF Nepal and the partner organizations.
* Be free from the political influence of any parties and the political activities.
B. Specific
* Lead the delivery of WASH services in the camps for refugees to meet the sphere standards and / or the national WASH standards, depending on the context. The focus will be a) designing and laying water points in line with and as a part of the master site planning design, b) guiding refugees on the locations of latrine pits in line with the master site planning, c) guiding refugees on waste management in the camps, d) monitoring the in-camp water infrastructure and its management/maintenance by the refugee community, including the water lab facilities.
* Act as a focal point for WASH issues within LWF-Nepal and liaise with refugee community, Coordinate the regular activities of WASH Partners, together with other partner agencies. Jointly with technical staff of LWF/UNHCR and other WASH actors, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
* Support in coordinating with governmental counterparts and local authorities to ensure delivery of sustainable WASH services to beneficiaries as per standards.
* Support in drafting WASH strategies, and operational plans for LWF-Nepal WASH programme for Bhutanese refugees residing in Beldangi and Sanischare camps.
* Advise and assist the LWF programme staff on the development of WASH aspects of the programme including planning, budgeting and input to financial management of the programme.
* Support in implementing effectively and within time and budget as per the WASH project requirements
* Provide technical guidance and support to partners on all water, sanitation, hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability and impact soundness in their implementation and in accordance with LWF Nepal policies, standards and priorities.
* Facilitate capacity strengthening activities of WASH staff and, if applicable, of staff of implementing/operational partners to address key areas of WASH importance to refugees and other persons of concern to LWF.
* Supervise and monitor the water lab and implementation of the ongoing water, sanitation, hygiene projects administered directly by LWF-Nepal.
* Ensure that mechanisms to monitor the performance of WASH activities in the refugee camps are in place. Support in monitoring WASH activities in the host community.
* Ensure that the WASH Monitoring System data collection and reporting is carried out systematically, properly and timely with quality information
* Report regularly on WASH activity implementation by LWF-Nepal, while maintaining accurate records of all relevant WASH performance indicators.
* Prepare regular sectorial reports and submit material for preparation of periodic project monitoring reports as required by the office.
* Provide guidance to Education section on WASH in schools; help the section with the standards and guidelines for both hardware (water supply systems and sanitation and hygiene –hand washing promotion) and gender sensitive software strategies to be implemented.
* Assist Senior Technical Officer/ Infrastructure and Site Planning Officer oversee the construction activities, planning, implementation, supervision and ensure quality control, focusing on the WASH infrastructure in the camps. This includes monitoring the construction of latrines as part of the new shelter construction in the camp
* Maintain cordial relationship with Refugee Coordination Unit (RCU), Water User Committees and Camp Management Committees (CMC).
* Submit monthly work plan to Senior Technical Officer (STO).
* Consider environment protection through minimum use of resources like vehicle use, paper and electricity consumption etc.
* Perform any other tasks assigned by Senior Technical Officer (STO).
Other duties:
* Ensure Complain Response Mechanism compliances of LWF Nepal policies, child protection policy and code of conduct
* Contribute to strengthen gender justice, social inclusion and accountability in LWF Nepal.
* Contribute to strengthen resource mobilization in LWF Nepal and LWF Nepal’s forums and meetings as and when required.
Desired Skills and Competencies:
* Education: Minimum Bachelor’s Degree in engineering field (Civil, Environmental, Water or Public health engineering)
* Job experience: Minimum 3+ years of relevant professional experience with Minimum 2 years WASH experience in a development with a good understanding of water (especially water networks, gravity flow system), sanitations, providing instruction and oversight for the construction of latrines and/or solid waste management.
* Sound knowledge on documentation of project reports.
* Understanding of The Sphere Project and UNHCR technical standards
* Experience of WASH on humanitarian response would be an asset.
* Skills on excellent understanding of technical drawings, networking and coordination with the relevant stakeholders.
* Proficiency in written and Spoken English.

Background:
Since 1984, LWF Nepal is engaging in Eastern Region through humanitarian and disaster risk management, sustainable development and human rights promotion initiatives. Regional Office East (ROE) is a field office of LWF Nepal and a composition of diverse capacity of the staffs as well as nature and stage of the projects implementing in the Eastern Development Region. Obviously, it is expected that the knowledge, virtue and skill of each staffs and project team enrich the organizational learning and benefit individual staffs as well as organization.
Construction Supervisor a field base staff is responsible for supervising the work at construction site and ensures activity is carried out efficiently and effectively. S/he will be under direct supervision of Infrastructure and Site Planning Officer (ISPO) and overall supervision of Program Manager (PM), LWF Nepal, Regional Office East (ROE) under “Bhutanese Refugee Project (BRP) support to the resilient shelters construction in the Refugee Camps as per the UNHCR PPA 2018”. Her/his overall responsibilities will be as follows:
General:

Specific:

* Support to Sr.CMA/CMAs in order to provide technical support-design, estimate and documentation of completion reports
* H/she is responsible for the construction support to the resilient shelters in the Refugee camps as per the UNHCR PPA 2018. Liaises with the Camp Management Committee (CMC), Camp Management Assistant and ISPO for site planning, layout, and logistics to successfully implement the resilient shelters construction and renovation work.
* Ensures that the quality and quantity of both local and non-local materials supplied by the suppliers are as per specification.
* Ensures that the quality of the construction is maintained as per the specification.
* Have sound construction knowledge, specifically relating to vernacular construction techniques including bamboo
* Guide skilled/un-skilled laborers to maintain the quality of the construction.

* Updates the progress of work to the ISPO on a daily basis and prepare progress report in monthly basis and forward to ISPO.

JOB SUMMARY
The Office Assistant will work under the direct supervision of Logistics and Admin Associate (LAA). The Office Assistant is overall responsible for the proper management of reception/front desk and support to LAA on admin related issues in the Regional Office East, Damak.
General:

* Familiarize and work in accordance with the Policies, Manuals and Guidelines of LWF Nepal.

A. Specific
* Handling of incoming and outgoing telephone calls and faxes
* Manage to deal with the visitors and coordinate to respective unit for meeting
* Ensure clean and decent environment in the office especially in the front office as well as office premises.
* Be polite, helping and hospitable while receiving guests/visitors and directing them to the relevant persons to whom s/he wants to meet.
* Pay special attention to the use, care and maintenance of office equipment such as photocopier machine, computers, telephones, fax etc.
* Establish and maintain effective working relationship with co-workers, supervisors and the visitors
* Strictly maintain the mails register/log book and keep record of all incoming and outgoing mails.
* Support typing and other secretarial services that may be required in the office from time to time,
* Coordinate Messenger and courier service and logistics arrangement for official guests, visitors, workshops and trainings.
* Maintain proper filing system including staff attendance and leave record timely.
* Draft minutes of the various meetings.
